In the admin interface of TopSale under Admin > Settings > under the Orders section, find the setting for "Auto Approval Threshold".

This will be the dollar amount that once reached triggers auto approval of orders. If you set this to 0 then there will be no threshold.

This setting applies to every approval on the store.
